The 23-year-old Japanese, who Manchester United announced on Tuesday had agreed terms to a move to the Red Devils, played a major role as Borussia Dortmund won the 2011-12 Bundesliga crown and lifted the DFB-Pokal with a 5-2 final win over Bayern Munich in May.
Kagawa scored one goal and provided the assist for another in the triumph which clinched a domestic double for Dortmund, while he also chipped in with a goal for his country in Japan's 2-0 friendly win over Azerbaijan.
The Japanese attracted almost 40 percent of the readers' vote, closely followed by Sepahan's midfielder Moharram Navidkia with 28 percent of votes, after helping his club win the Iranian Pro League and reach the final eight of the AFC Champions League.
Kagawa becomes the first player ever to twice be crowned by the Goal.com readers as its Asian Player of the Month having won the honour in April. Previous winners include Philip Younghusband, Ryo Miyaichi and Amad Al Hosni.
